Effingham to review OpenAI site plan, according to “packet”
We have an “agenda packet” to thank for this week’s Coastal Navigator — also called “board documents” or “meeting materials,” this is the bundle of background information that board members have for reference when they go into a public meeting.

Tuesday, the Effingham County Commission plans to talk data centers at a 4 p.m. work session, according to its agenda.
But OpenAI’s hyperscale data center is already on the drawing board. The commission is set to discuss the site plan at its regularly scheduled meeting an hour later.
The proposed development meets applicable planning and zoning requirements, according to the staff report in the Sept. 15 regular meeting agenda packet.
And there’s objection to that in another venue. Three Effingham residents and the former federal prosecutor representing them have sued the county, claiming it skipped a necessary public step in making the zoning rule that paved the way for OpenAI’s development, as The Current GA‘s Maggie Lee reports. The county has declined to comment on the litigation.
