In the coming weeks, Tybee Island and Pooler are setting property tax rates that will appear on property owners’ upcoming property tax bills.  This is part of an annual ritual whereby every city, county and school board sets a millage rate — the taxes charged on every $1,000 of taxable value of a building.  

Tybee Island proposes no change to its rate of 3.542 mills — it’s been the same since 2023. 

But according to state law, Tybee has to publicly advertise that as a “tax increase” and hold three public hearings.  

That’s because Tybee’s overall property tax take would go up, from $2.76 million last year to $2.84 million this year — and the state sees that as an increase.  

But local governments might view this as simply the consequence of rising property prices and rising costs of  public services , like park equipment, fire fighters, teachers, roads and more.  

Georgia requires these announcements and hearings to mitigate any chance that aggressive county assessors might try to rip off property owners or that home value rises would deliver shocking property tax bills. But the legal announcements required by law are so full of jargon that they’re not necessarily helpful to most homeowners.
