The obscure public boards that can push construction, seaside development, tax breaks

Residents of Liberty and Bryan counties may have never heard of a county “development authority” until they learned that’s the public board where they need to take concerns about potential pollution from a wastewater treatment plant proposed near Midway.

After public pressure, the Liberty County Development Authority voted to seek more data on rivers where the agency’s planned plant could discharge treated water, as The Current GA’s Robin Kemp reports. 

Every coastal county has a development authority with a board typically appointed by county commissioners. Development authorities exist for “promoting the development of trade, commerce, industry, and employment opportunities or for other purposes,” by Georgia law. 

Those agencies typically do things like prepare and market industrial sites to potential employers. But they have also subsidized a developer for an old Camden County paper mill site, and granted property tax breaks in Chatham County, as The Current GA has reported. 

But it’s hard for the public to know this because no development authority on the coast proactively shares much information with the public. 

No county development authority on the coast publishes the meeting documents that board members see. Any timely published meeting minutes at all are liable to be scant summaries omitting any illuminating detail. Except for McIntosh’s paywalled stream, none broadcast meetings online. 

Nonetheless, development authority board meetings are public and they’re among the agencies we’re tracking for our calendar of public meetings, which covers the next two weeks.
