Studying school spending

A voter revolt against property taxes plus lower student enrollment are squeezing Savannah-Chatham County Public Schools’ resources, according to the documents presented at a hearing on its 2026-2027 school year budget.

The system could have expected about $8.7 million more than for the upcoming school year, if school property taxes on owner-occupied homes still rose with inflation, according to a presentation by school finance staff at a June 24 board meeting.

This is the first budget year since county voters chose to lock school taxes to 2025 home values on homesteaded properties.

The budget is based on $688 million in revenue and $705 million in spending, which will require a dip into reserves.

The spending plan is still higher than last school year’s $682 million; much of the rise in expenses comes from existing employee salaries and benefits.

Board members approved the budget, but more finance discussion is expected at millage rate hearings on July 8 and 15.

Georgia public school operations are by-and-large funded by local property taxes and by money the state sends roughly according to the system’s number of students.  So students’ needs end up at the middle of demands from not just parents, but also the state government and county taxpayers. The system will serve about 34,000 kids next year, down from about 36,000 in 2022.

Only a few hundred people have watched SCPSS’ budget hearing online, but it’s well worth your time to see some thoughtful board discussion about public finance, the cost of public services, and what to cut.
